For general government use, such as improving the City of Colusa's streets, parks and other infrastructure, providing police/fire/emergency medical services, shall an ordinance imposing a one-percent transactions (sales) and use tax, to expire after four years unless extended by both the voters and City Council, be adopted, providing approximately two million dollars annually, with all funds locally controlled, a citizen's oversight committee and subject to annual audits?
