Shall the Offices of City Clerk and City Treasurer be appointive?

Shall the measure providing Red Bluff funding to fix potholes; maintain and repair deteriorating local streets and roads; reduce expensive future repairs; improve safety for drivers, pedestrians, disabled residents, including safe routes to children's school; and make the City eligible for state/ federal matching funds, by establishing a locally controlled 3/4 cent sales tax providing approximately $3,800,000 annually for 20 years; requiring independent audits and public disclosure, be adopted?
