Shall the Charter be amended to provide that the council shall at its second regular meeting in November in non-election years and at the meeting when members are installed during election years, appoint members to serve as mayor and mayor pro tem for one year that affords each member with an equal opportunity to serve as mayor and mayor pro tem under such guidelines established by ordinance?
