To improve basic city services, such as police and emergency response, parks and youth/senior services, and street repair, shall the City of Coachella enact a tax on marijuana businesses of up to $15 per square foot of space utilized for marijuana cultivation or manufacturing, and up to 6% of the gross receipts from the sale of marijuana and related products, whether at wholesale or retail, generating approximately $4,000,000 annually, until ended by voters?
