Shall the City of Clearlake impose a retail transactions and use tax at the rate of one percent (1%) within th City to be used for repair and maintenance of City streets and roads and other transportation services and code enforcement, and shall the appropriations limit for the City of Clearlake for roadway repair and maintenance and code enforcement be incraesed for Fiscal Year 2012-2013 by the amount of the tax proceeds recieved by the City during that period.
