To maintain and protect the level of essential services such as public safety, and other vital services including infrastructure, street repair and park improvements, shall a measure be adopted to amend the Transient Occupancy Tax (TOT) which is paid only by guests who stay in local hotels, motels and other lodgings, to also include and apply to "short term residential rental units" in the City of Needles?
