Moon Primary, Waterford Junior, Lucille Whitehead Intermediate, and Sentinel and Waterford High be adopted, authorizing $5,350,000 in bonds, extending but not increasing current rates by $0.03 per $100 of assessed valuation until repaid, raising $370,000/ year for bond repayment with legal rates, annual audits and independent oversight?
