Candidates, committees, and parties pay the organization to be included on the slate, and California requires every payment to be disclosed. Form 401 covers the semi-annual or pre-election reporting period; Form 498 is a 24-hour notice when the organization receives $2,500 or more from a single source in the 90 days before an election.
