About slate mailer organizations. A slate mailer organization mails brochures or postcards to voters listing the candidates and ballot measures it endorses or opposes. Candidates, committees, and parties pay the organization to be included on the slate, and California requires every payment to be disclosed. Form 401 covers the semi-annual or pre-election reporting period; Form 498 is a 24-hour notice when the organization receives $2,500 or more from a single source in the 90 days before an election.
