Shall the City Charter be amended to require that at least ten percent (10%) of the City's annual unrestricted general purpose revenues be allocated to children and youth programs and services by Fiscal Year 2030-2031, in addition to the current funding for children and youth programs, and to establish a City Department of Children and Youth to administer funding for said programs and services?
