To invest in essential city services including: Roads, infrastructure, facilities; Police, Fire, City services; Shall the City of Benicia enact a real property transfer tax based on sale price, assessed only when property is sold, with exemptions for family members, at a rate of 0.4% for properties $2 million and under, 0.6% for properties over $2 million, and 0.8% for properties over $10 million, providing approximately $850,000 annually, until ended by voters, with audits and citizens’ oversight?
