With funds that cannot be taken by the State and spent elsewhere, shall Ramona Unified School District’s measure to improve career, college preparation and vocational education facilities; repair leaky roofs and plumbing; update emergency communication/fire alarm systems; and replace deteriorating portable classrooms be adopted, authorizing $26.7 million of bonds with audits, legal rates, average levies of $59 per $100,000 of assessed valuation (generating $4.3 million annually) while outstanding, independent oversight and public disclosure of all spending?
