To provide improved park maintenance, park improvements and for other general municipal purposes in Banning, shall an ordinance be adopted authorizing a utility users tax at the rate of $0.015 (one and one-half cent) for each kilowatt-hour of electricity used by an electric energy service user in Banning, which is estimated to generate approximately $2 million in annual revenue, until repealed by the voters, subject to independent financial audits and citizen oversight?
